The U.S. and the Taliban announced that they had agreed to sign an accord on February 29 in Doha, following one-week partial truce. The pact is meant to clear the way for peace talks involving the Taliban and the government in Kabul. The seven-day partial truce that began early Saturday is a first step toward signing a deal to withdraw American troops and ending America’s longest war after more than 18 years. But the Afghan government is deep in a political crisis after a bitterly disputed presidential election. President Ashraf Ghani was declared the winner but opposition candidate Abdullah Abdullah too claimed victory. With rival claimants to legitimacy, it is unclear who would negotiate with the Taliban and what will be outcome of talks while internal struggle continues over control of the Afghan government.
