Why in NEWS?
Ministry of Shipping issued “Aids to Navigation Bill 2020” draft on July 10, 2020, for public consultation.
About
- Bill has been introduced to augment people participation and transparency in governance.
- It will bring in best global practices, international obligations in the field of marine navigation and other technological developments.
- It aims to replace Light House Act, 1927.
Key Points
- It will empower the Directorate General of Lighthouses and Lightships with additional powers such as wreck flagging, vessel traffic service, training and certification, implementation of other obligations such as international conventions. The bill will also include features to identify and develop heritage lighthouses.
- The bill also has new schedule of offences along with non-compliance with directives and commensurate penalties for obstructing and damaging aids of navigation.
- It is to be noted that the Government of India is lately planning to develop lighthouse tourism.
Importance of Draft
- The new law will bring in major shift towards modern aids of navigation from lighthouses.
- Role of authorities regulating and operating maritime navigation has to be changed as with emerging new technologies, the aids to maritime navigation has improved.
Govt Launches AI-based ASEEM Digital Platform
IN NEWS
- The Ministry of Skilled Development and Entrepreneurship (MSDE) on July 10 launched Aatamanirbhar Skilled Employee Employer Mapping (ASEEM) digital portal which will help skilled people find sustainable livelihood opportunities.
ABOUT
- The step will improve the information flow and will bridge the demand-supply gap in the skilled workforce market. The Artificial Intelligence (AI) based system apart from recruiting the skilled workforce will also help in exploring job opportunities in the post-COVID-19 era.
- It aims to support decision and policy making via analytics and trends generated by the system for programmatic purposes
MANAGEMENT
- ASEEM is developed and managed by National Skill Development Corporation (NSDC) in collaboration with the Bangalore based company, Betterplace which specializes in blue-collar employee management.
THE PORTAL CONSISTS OF THREE IT-BASED INTERFACES:
- Employer Portal- Demand Aggregation, Employer onboarding, candidate selection
- Dashboard- Trends, Reports, analytics, and highlight gaps
- Candidate Application- share job suggestion, create and track candidate profile
WAY FORWARD
- ASEEM is a digital platform that will refer to all the trends, data, and analytics describing the workforce market and map demand of skilled workforce to supply. Through ASEEM, agencies, employers, and job aggregators who are looking for a skilled workforce in the specific sectors will have the required details at their fingertips.
