India will launch its first manned space mission by 2022, Prime Minister Narendra Modi said today, which could make it the fourth nation to do so after the United States, Russia and China. An Indian astronaut, be it a man or a woman, will go on a space odyssey by 2022 on board 'Gagan-yaan', Prime Minister Narendra Modi said in his Independence Day address from the Red Fort in Delhi. PM Modi said when India celebrates its 75th year of Independence in 2022, "and if possible even before, an Indian son or daughter" will be part of a manned space mission on board 'Gaganyaan' "carrying the national flag". It should be noted Indian Airforce pilot Rakesh Sharma was the first Indian to have travelled in space. He flew aboard the Soviet rocket Soyuz T-11 in 1984. Sharma was awarded the Ashoka Chakra for his achievement. Kalpana Chawla became first woman of Indian origin to fly into space. She was one of the seven crew members who died in the Space Shuttle Columbia disaster in 2003. In both instances, astronauts of Indian origin went into space aboard foreign space-crafts. On this edition of ‘The Big Picture’ we take a closer look at India’s manned space mission.

Seminar on preparing effectively for IAS by Dhyeya IAS in Collaboration with The Hindu


‘Acing IAS Exams’, a college contact programme by The Hindu in association with Dhyeya IAS which started on Thursday, aims to provide students help from experts on how to prepare effectively for civil services examinations.

The event, which began on Thursday at Shiv Nadar University in Greater Noida, will cover 10 colleges in New Delhi, Lucknow, and Allahabad. University Vice-Chancellor Rupamanjari Ghosh said, “The seminar on Thursday was good exposure for our students on how to prepare and compete effectively in the civil services examinations.”

Shweta Singh, a faculty member at Dhyeya IAS, said the most important factor before choosing civil services as a career is the reason behind the decision.

IRS Assistant Commissioner (C&GST) Raj Das said, “One does not require extraordinary genius to ace this exam, only consistency.” IRS Assistant Commissioner (Income Tax) Kalpesh Kavad said, “The UPSC gives you an opportunity to transform the system single-handedly.” The event ended with an interactive session with experts.

संदर्भ

पिछले दिनों अमेरिका ने भारत को सामरिक व्यापार प्राधिकरण STA-1 का दर्जा दिया है। इंडो पेसिफिक बिजनेस फोरम की बैठक में अमेरिकी वाणिज्य मंत्री विल्बर रॉस ने इसका ऐलान किया। इसके साथ ही भारत इस स्टेटस को हासिल करने वाला दुनिया का 37वाँ एशिया का तीसरा और दक्षिण एशिया का पहला देश बना गया है। एशिया में भारत के अलावा जापान और दक्षिण कोरिया की ये स्टेटस हासिल है।

ये स्टेटस इसलिए और अधिक अहम हो जाता है क्योंकि इसके लिए अमेरिका ने अपने निर्यात नियंत्रण संबंधी नियमों में ढील दी है। NSG का मेंबर नहीं होने के बावजूद भारत को यह स्टेटस दिया गया है। आमतौर पर अमेरिका STA-1 स्टेटस उन्हीं देशों को देता आया है, जो चारों एक्सपोर्ट कन्ट्रोल रिजीम अर्थात NSG, ऑस्ट्रेलिया ग्रुप, वासेनार संधि और MTCR के सदस्य देश ही शामिल हैं। यहाँ तक की इजरायल को भी STA-1 का दर्जा हासिल नहीं है।

क्या है STA स्टेटस

यह एक्सपोर्ट कन्ट्रोल में सुधार के लिए अमेरिका द्वारा वर्ष 2011 में शुरू की गई एक व्यवस्था है। इस व्यवस्था में अमेरिका अपने व्यापारिक साझेदार देशों को निर्यात नियंत्रण में छूट की नजर से दो अलग—अलग समूहों STA-1 तथा STA-2 में रखता है। STA-1 के देशों को STA-2 के देशों की तुलना में लाइसेंसिंग संबंधी अधिक छूट दी गई है। दूसरी तरफ, इन दोनों समूहों से बाहर रखे गए व्यापारिक देशों को कठिन लाइसेंसिंग प्रक्रिया से गुजरना होता है। दूसरे शब्दों में STA व्यवस्था अमेरिका से निर्यात के संबंध में अपवाद की अनुमति देता है।

STA-1 और STA-2 के दर्जे में मुख्य अन्तर लाइसेंस से छूट मिलने वाले निर्यातित सामानों एवं तकनीकों का है। STA-1 की सूची में शामिल देशों की पहुँच राष्ट्रीय सुरक्षा, परमाणु अप्रसार, क्षेत्रीय स्थिरता, अपराध नियंत्रण जैसे संवदेनशील मुद्दों को प्रभावित करने वाले वस्तुओं तथा तकनीकों के दोहरे उपयोग तक भी है। दूसरी तरफ STA-2 की सूची में शामिल देशों को हालांकि कुछ मामलों में लाइसेंसिंग से छूट दी जाती है, लेकिन उन्हें क्षेत्रीय स्थिरता को प्रभावित करने वाले या परमाणु अप्रसार में योगदान करने वाले दोहरे उपयोग की वस्तुओं या तकनीकों तक पहुँच नहीं दी जाती है।

अगर भारत की बात करें तो भारत पहले 7 अन्य देशों के साथ STA-2 की सूची में शामिल था। इस सूची के अन्य देश अल्बानिया, हाँगकोंग, इजरायल, माल्टा, सिंगापुर, दक्षिण अफ्रीका और ताईवान हैं।
अमेरिका ने भारत को यह स्टेटस क्यों दिया है?

पिछले कुछ समय से भारत और अमेरिका के द्विपक्षीय संबंध बेहतर होते आए हैं। हिंद—प्रशांत क्षेत्र में चीन का प्रभाव तेजी से बढ़ता जा रहाहै। उधर रूस भी 1990 के दशक से काफी आगे निकल आया है। हाल के कुछ वर्षों में भारत का झुकाव रूस की बजाय अमेरिका की तरफ अधिक रहा है। पाकिस्तान में इमरान खान ने पहले ही चीन से ओर अधिक नजदीकी बनाने के संकेत दे दिए है। ऐसे में हिंद प्रशांत क्षेत्र में अमेरिका के लिए भारत से बेहतर सामरिक एवं व्यापारिक साझेदार और कोई नहीं हो सकता।

स्टॉकहोम इन्टरनेशनल पीस रिसर्च इंस्टीट्यूट की एक रिपोर्ट के मुताबिक सन् 2013 से सन् 2017 के बीच भारत ने अपने कुल हथियारों के आयात का 62: आयात रूस से किया है। हालांकि इस आयात में पहले की अपेक्षा काफी कमी आयी है। दूसरी तरफ अमेरिका से हथियारों का आयात जो सन् 2008 से सन् 2012 के दौरान महज 2.7: था यह हालिया 5 वर्षों में 15: तक पहुँच गया है।

ऐसे में भारत को STA-1 स्टेटस देकर अमेरिका ने एक साथ कई निशाने पर तीर चलाए हैं। एक तरफ उसने चीन को यह संदेश दे दिया है कि भारत के NSG का सदस्य बनने में रोड़ा अटकाने की चीनी नीति की काट उसके पास है तो दूसरी तरफ रूस द्वारा भारत को किए जाने वाले हथियार निर्यात को रोकने की कोशिश की गई है। अमेरिका के इस कदम से अमेरिकी कंपनियों को वहाँ के वाणिज्य मंत्रालय से मंजूरी लेने में देरी के कारण जो घाटा होता था, उस पर भी अब रोक लगेगी।

भारत के लिए STA-1 स्टेटस कैसे फायदेमंद है?

STA-1 स्टेटस मिलने के बाद अब भारत के लिए अमेरिका से अत्याधुनिक हथियारों तथा उसकी तकनीक हासिल करने का रास्ता खुल गया है। अब उसके लिए निजी लाइसेंस की जरूरत नहीं होगी। इससे रक्षा एवं उच्च तकनीकी क्षेत्रों में भारत अमेरिका व्यापार तथा तकनीकी सहयोग को और भी आसान बनाया जा सकेगा। आने वाले दिनों में रक्षा क्षेत्र में अमेरिकी कम्पनियों की तरफ से अरबों डॉलर के नए निवेश का रास्ता भी खुलेगा। इससे भारत में आसानी से निर्माण इकाईयाँ स्थापित की जा सकेंगी और उच्च तकनीकी वाले उपकरणों का दूसरे देशों में निर्यात भी किया जा सकेगा। यह मेक इन इण्डिया के लिए बड़ी उपलब्धि होगी।

STA-1 स्टेटस मिलने से कई ऐसे गैर—रक्षा उत्पाद भी अमेरिका से आसानी से मिल सकेंगे जिनके निर्यात पर वहाँ सख्त नियंत्रण रखा गया है।

यह भारत को अमेरिका के एक प्रमुख रक्षा भागीदार के रूप में स्थापित करता है तथा बहुपक्षीय निर्यात नियंत्रण व्यवस्था के अन्तर्गत एक जिम्मेदार सदस्य के रूप में भारत के निर्दोष रिकार्ड की पुष्टि करता है।

STA-1 का दर्जा भारत द्वारा अमेरिकी उन्नत वायु रक्षाप्रणाली की खरीद को आसन बनाएगा।

STA-1 दर्जा मिलने के बाद भारत अमेरिका के बीच कॉमकासा अर्थात कम्यूनिकेशन, कम्पैटिबिलिटी, सिक्योरिटी एग्रीमेंट पर दस्तखत का रास्ता भी साफ हो जाएगा। अमेरिका कॉमकासा पर उन्हीं देशों के साथ दस्तखत करता है जो उसके नजदीकी सैन्य सहयोगी है। इससे भारत को अमेरिकी संचार और सुरक्षा संबंधी तकनीक एवं उपकरण और आसानी से मिल सकेंगे।

क्या भारत को STA-1 से कुछ नुकसान भी है ?

STA-1 का स्टेटस मिलने के बाद भारत—चीन संबंधों पर विपरीत असर पड़ सकता है। रूस, जो अब तक भारत का सबसे बड़ा डिफेन्स पार्टनर रहा है, उसके साथ संबंधों में भी खटास आ सकती है। भारत में अगर आधुनिक हथियारों के निर्माण में तेजी आएगी तो शायद इस पूरे क्षेत्र में हथियारों की दौड़ शुरू हो जाएगी। STA-1 स्टेटस से स्वदेशी रक्षा उत्पादन पर भी खराब असर पड़ेगा। अगर भारत भविष्य में कॉमकासा पर दस्तखत करता है तो भारत को बेचे जाने वाले रक्षा सामानों पर उच्च तकनीक वाले अमेरिकी संचार उपकरण भी तैनात होंगे। ये भारत के संवेदनशील आंकड़ों की भी चोरी कर सकते हैं।

हालांकि ये सभी नुकसान फिलहाल संभावनाओं की स्तर पर ही हैं। अभी तक तो भारत को STA-1 से नुकसान के बजाय फायदे ज्यादा नजर आ रहे हैं। पिछले डेढ़ दशकों से भारत और अमेरिका के द्विपक्षीय संबंधों ने नई ऊँचाइयाँ प्राप्त की हैं। इसने न सिर्फ द्विपक्षीय बल्कि क्षेत्रीय और वैश्विक स्तर पर भी नए रणनीतिक समीकरण बनाए हैं।
